I took a few pictures. http://www.abetterframingham.org/police-handicapped.html September 2, 2008 ar 8:22 AM I'd like some answers to some questions. 1. What is the official policy of the Framingham police force on parking in areas that are stripped with white lines around handicap parking? 2. Is this a good example for the community? This officer came out of Dunkin Donuts to take a picture of me (with his cell phone) in the Dunkin Donuts parking lot and that's OK with me. It was his next step that crosses over into harassment. I left Dunkin Donuts around 8:33 AM and this officer followed me on his motorcycle. I took a right on Rt. 30 and was in the right lane waiting for the light at Burr Street. The officer then came up to my car in the right turn only lane and took another picture of me with his cell phone. I would like the officer's name. I would like his cell phone confiscated from him to be used as evidence against him in a charge of harrassment and intimidation. I have some further questions on my complaint filed on September 2, 2008 when one of your officers once again tried to harass and intimidate me using town owned property.

Were the pictures on the officers cell phone copied to be used as evidence against him?

Can I get copies of the pictures he took of me (2 of them)?

Will you, the police chief, give me the name of the officer so I can charge him with harrassment and intimidation, and misuse of town owned equipment.? Or will you once again protect those criminals within the police department?`

What did the officer intend to do with the pictures? Spread them on a police site to have me further targeted?

Did the officer claim to know me by name?

Owen Babineau was hired in 1986 and is a former member of the Anti-Crime unit and Detective Bureau. He is assigned to the Motorcycle Unit.

My complaint and your response are documented at: http://www.abetterframingham.org/police-complaint-20080902-0822.html I have four questions concerning the incident. 1. May I get a copy of Lt. Michael Hill's report on the incident? 2. Did officer Owen Babineau know who he was pursuing? Did he know my name prior to the incident? This question was in my original complaint but went unanswered. 3. On what date did you examine his cell phone to determine whether it had a camera? 4. What was the officer's rationale or motivation for coming after me? Were his actions within the scope of his law enforcement duties? I do not believe that it is appropriate for a town employee, particularly a police officer to come after me the way he did pretending to use the color of law. In my opinion, it did not seem warranted. I would like to file charges against Officer Babineau. I want him arrested, fingerprinted and charged with: - deliberate and wanton harrassment and intimidation - using the color of law to harass and intimidate - misuse of town property to do such harassment/intimidation - failing to turn on a turn only lane - abuse of police authority He can then explain to a judge his motivation and purpose as to why he pursued me allegedly faked taking pictures of me. It will be a good test of your role as the chief law enforcement officer for the Town of Framingham. You did not have any issues in stopping me on my early morning walk but I want to see how you handle the issue of your own staff violating laws in a blatant manner.
