Secrecy is the lynchpin of abusive government power.
Operating in the dark guarantees abuse of power.

In the quaint legal community, there exists an ancient saying:
Ei incumbit probatio qui dicit, non qui negat.
which translates to
the burden of proof lies with who declares, not who denies.
This is the principle that one is considered
innocent until proven guilty Application of this principle is
a legal right of the accused in a criminal trial, recognised in many nations.
When you see that some guy is held without bail, he has been found
guilty until proven innocent. He is being incarcerated against his
will by the state long before any trial.
Ei incumbit probatio qui dicit, non qui negat
Once the police decide that someone is a scumbag, they don't care about
anything else. Police can be described as pigs, neo-facists drones and
first line of the bourgeois who have commited treason against the working class.
The average police officer can't be trusted to have the ability to tell the
truth from a lie.
http://www.malegislature.gov/Laws/GeneralLaws/PartIV/TitleI/Chapter272/Section34
The police are nothing more than an organized crime syndicate which has
fooled us into believing they are here to protect us. When was the last
time you seen a cop save somebody or help you for that matter? You can't
even look at a cop without him giving you a dirty look and finding you
suspicious of a crime, that's if your not a young pretty girl or boy for
that matter.
When you're getting a performance review, tickets get thrown into a big
pot called "self-initiated activity." The more stuff you have in that, the
better your performance review. Not just tickets/warnings, but contacting
people who wave you down, investigating suspicious situations, stopping
for disabled motorists, stuff like that. It shows that you are active on
your job, and not just answering dispatch calls. They also want variety in
that activity, so if you have 60 tickets written in two weeks, but nothing
else, they're going to be asking what you are doing with your time besides
sitting on a roadside (unless you've been assigned to a traffic detail).
Other things that impact your performance reviews are the percentage of your
cases that get cleared, how fast they get cleared, number of civilian
complaints against you, percentage of cases in which you appeared for court
(mostly has to do with tickets, and shows that you are following through
on your case load), amount of training you take, shifts/duties you volunteer
for, and any statements made for/against you by fellow officers and supervisors.
We are programmed to fear the next Ted Bundy, or lone nut
stalking our neighborhood, but we would do better to scrutinize more closely
those to whom we pay our taxes and falsely look up to as protectors -- they
are stalking the planet ... and they are doing it in packs.
Brian Simoneau
Often he will leave the police station to meet with clients, collecting
his salary from the police, collecting his hourly rate from a client all
while the police chief acknowledges and supports this behavior. In addition,
Brian Simoneau provides legal advice and services to area towns in an effort
to terminate police officers but also holds himself out as a labor law
attorney defending police officers. Has anyone reported this behavior
to the ethics commision? Double dipping? Violating the lawyers code
of ethics? Carl's assistant violating criminal laws all under the
watchful and supportive eye of the police chief and the town managers.
WOW!!!
Most police officers have just enough intellect to prevent themselves from
drowning while surfing the web.
Primeval creatures with tiny little hearts and stupid lizard brains.

We make way too many excuses for police violence. If they can't maintain
discipline, get them off the force or put them in jail.
Anyone negotiating through a union does not have a skill to sell.
Using state given police powers, police officers can initiate force.
They have come to believe they have a right to do so.
They get a diploma in Criminal Justice from a diploma mill like Westfield State
and believe they are educated and enlightened,
They despise free speech, being recorded in public and being video taped.
Refuse to identify themselves and wear sunglasses to hide their identity.
Numbers on the cruisers are small to hide identification.

Just touching a police officer gets you an assault and battery charge.
Stop assuming the police are on our side.
Viciously maintaining their monopoly of detail work - too lucrative
They complain vociferously if they get hit by a car, even if they are
texting or talking on their phones while directing traffic.
The unlawful use of force or violence against persons or property in order

Whatever it is that the Framingham police do, sensible Framingham residents
would prefer that the Framingham police do it to someone else.

Those who "protect" Framingham are far from doing any such thing.
the ideological assumption that the police are a functional prerequisite
of social order so that without a police force chaos would ensue".
pre-emptively criminalise,
It may be difficult to shake off the idea that the police are "a condition
of existence of social order but to stop imagining they are automatically
on our side might be a good place to start.
To have civilian police departments now using heavy military equipment,
automatic weapons, and the tactics, training, and even uniforms of the
military, means but one thing: our governmental establishments are setting
themselves against us – the people.
SWAT (Special Weapons and Tactics) teams were virtually unknown in the
‘50s and early ‘60s; but today, SWAT teams have become so prevalent, they’re
even used in routine warrant service in drug cases, and other nonviolent
crimes, in spite of the fact, that para-military actions often trigger
violence instead of defusing it.
vilification/deamonize/glorification
pompous platitudes
bombastic BS
Ignorantia juris non excusat (ignorance of the law is no excuse)
is a pillar of the legal community despite the notion that there are
hundreds of thousands, if not millions of laws at the federal, state
and local levels. No one really knows how many laws there are and more
are being written everyday. The old laws almost never get revoked simply
because they might be useful in imprisoning someone.
Police and firefighters will tell you that any cuts in personnel
might affect response time but they fail to tell you that the vast
majority of calls are not time sensitive.
For instance, there are only about 60 structure fires per year in
Framingham where response time is important for asset protection, even
though water damage will be higher than actual fire damage.
There are significantly more car fires where response time is less critical.
The fire is a result of an accident but people crawl out of their cars
rather than face the flames of Hell. Admittedly, I have actually seen an
unoccupied car spontaneously burst into flames as I was walking along a
sidewalk on Old Connecticut Path.

The police live in a different ecology than the rest of us.
They are on the cusp of speciation. They have different haircuts, different
views of the US Constitution, thinking differently, living above the law...
The police unions are a relentless strong marketting organization advertising
the bravery and sacrifice of police officers
The police, prison, and courts all detest any videotaping unless it is they
that are videotaping.
It seems that no one in the legal field, lawyers, DAs, assistant DAs,
magistrates, judges, etc like to use email, a ubiquitous form of
communications. The reason for this is that it leaves a paper trail.
All these people prefer face to face communications over a phone conversation
since phones can be recorded.

The Framingham police have established the standards that all other local
police agencies are seeking to achieve for themselves.
One of the biggest issues against police work is that it is not a learning
situation. It is a position for those that do not have a desire to learn.
It is very much like being a priest but you get to carry a gun and kick ass.

Montourri, police prosecutor
Banning all guns will still allow the Framingham police to kill us.
He pulls a knife, you pull a gun. He puts one of yours in the hospital,
you put one of his in the morgue. That's the Framingham way!
The criminal will pull a knife. He may put a police officer in the hospital.
The police officer will put him in the morgue. It's the Framingham police way.
Paul Duncan is dangerously stupid.
Sobrietry tests
Power is addictive as cocaine
The Framingham police prefers to rely on the ignorance of citizens or
their inability to fund a challenge to its demands, rather than voluntarily
help them.
Law enforcement officers are known, on occasion, to encourage citizens to
cooperate if they have nothing to hide. No less should be expected of
law enforcement.
If you have nothing to hide, then you have nothing to worry about.
This should also apply to the police.
Are there clear guidelines as to how to check in evidence
(drugs, child porn, weapons, etc) and are there even any penalties for
failing to do so (other than two weeks off)?
How do the Framingham police control evidence (drugs, child porn,
weapons, etc) that they confiscate in their duties?
How is something like digital child pornography controlled since it can
be copied)? Most evidence cannot be copied.
Who is given full time access to the evidence room?
How are these people audited in their access?
Is there a motion sensitive camera that films people coming in and out
of the evidence room.
Is there a clear audit trail of all evidence placed in and
removed from the evidence room?
How many times has evidence disappeared?

If we stigmatize sex offenders for life then its clear we should do the same for sociopathic cops. The time has come for a police brutality register. Once on the list you will be required to notify everyone in your neighborhood that you brutalized an innocent person and abused your power
Police officers who are found guilty of misconduct (such as being late to work more than three times in a six month evaluation cycle) are subject to nonjudicial punishment, with penalties such as loss of liberty (denial of permission to wear civilian clothing and leave the duty station), forfeiture of pay, and confinement (incarceration) for up to 30 days without judicial process.
The police often attracts the lowest common denominator because of its rules/regulations.
This is an abrogation
Denial of trust
You can usually find cops driving around on a nice day, looking like they
might be working, but where do cops hide on a rainy day?
Uniforms makes them all the same, facilitates de-individualization,, and
enables aggression
In warfare, prisons, police departments, far more people are killed
in the name of obedience, rather than disobedience.
Anonymity Enables Aggression
Anonymity Facilitates Aggressive Behavior
Evil:
The exercise of power to intentionally
harm (psychologically),
hurt (physically) and or
destroy (mortally or spiritually)
Evil is knowing better but doing worse.

As in the book, Animal Farm, the pigs have become far more thn equal on

Every police department is a top down hierarchy where all decisions are
made at the top because the decision making capability is minimal at the
bottom.
===========================================================================
Fully-automatic weapons have been prohibited in the U.S. since the
National Firearms Act of 1934. Fully-automatic firearms can spray fire
with a single pull of the trigger, while semi-automatic guns fire one
shot with each pull of the trigger.
Definition of Large Capacity Weapon
A weapon is large capacity if it is a semi-automatic handgun or rifle
that is capable of accepting (or readily modifiable to accept) any
detachable large capacity feeding device that holds more than ten rounds,
OR if it is a shotgun capable of accepting more than five shotgun shells,
OR if it is an assault weapon.

I complained about officer Chris Burrell who spent 90 minutes
at Dunkin Donuts as his first order of business for the day.
I complained about another officer, James Smith, who was talking on
his cellphone while directing traffic on Concord Street.
They are using the color of law to prosecute/persecute their critics
I maintain a web site for my criticism of the Framingham police.
http://www.framingham-police.org/
The word about my cases get around within the police department.
Every single officer is aware of my name.
It would not surprise me if there is a mailing list just for me.
The police department already has a 100 page file on me.
Officer Peter Galvani asked me when my court case was.
How many people come to the court with two citations on consecutive dates.
They could easily given me more citations but more than two citations
on consecutive days would have raised the suspicion of the courts.
How many citizens come to this court with two citations given to
them on consecutive days.
I am sure that Officer Gregory Reardon heard from Brown about his
citation, he wanted in on the action.
Reardon has persecuted and prosecuted me for assault and battery
of a public employee for having touched him (not assault).
===========================================================================
At what time did you arrive at the site where you were when you saw me?
How many citations had you issued up to that time?
Find out where Brown was (behind or ahead)
If he was ahead of me, then he was focusing in on me.
Statistical probability of watching me in your vast view of traffic.
If he was behind me, he could not see my blinker.
Of all the things that was in his field of vision, in heavy hour traffic,
he saw my car.
Pulled over for failing to signal out of a neighborhood street.
Signal was unimportant coming out of neighborhood street
How many such citations had Sgt Brown issued in the last 90 days?
Did Sgt Brown talk to Reardon
Sgt Brown felt it was very important to pull me over for
and give me a citation for failing to signal.
Sgt Brown did not feel that interfering with traffic on a busy
street, Old Connecticut Path was important. He interfered with traffic
for eleven minutes.
After five minutes, officer Christopher Eliadi does a u-turn on
Old Connecticut Path to get behind Sgt Brown's cruiser.
Now there are two cruisers behind the ne'er-do-well who allegedly
failed to signal.
The other drivers passing by must have thought I was an important
catch.

Chapter 90
Motor Vehicles and Aircraft
Section 13:
Safety precautions for proper operation and parking of vehicles and buses
No person, when operating a motor vehicle, shall permit to be on or
in the vehicle or on or about his person anything which may interfere with
or impede the proper operation of the vehicle or any equipment by
which the vehicle is operator or controlled,
No person shall drive any motor vehicle equipped with any television
viewer, screen or other means of visually receiving a television
broadcast which is located in the motor vehicle at any point forward of
the back of the driver’s seat, or which is visible to the driver
while operating such motor vehicle.
Officer Reardon knows me well and has previously arrested me trying to
silence me in my criticism of the abuse of police powers.
Why did you send this citation by mail?
Why did you not pull me over?
Was officer Reardon in a cruiser? Going at what speed?
Going in my direction or away from me?
I did not even notice any cruiser.
Was he on foot?
My rearview mirror is in my view
How fast was I going as I passed you?
How fast were you moving?
How close did you get to my car?
Which hand was I holding this alleged camera?
If I hold my hand to shield my eyes from the sun, will I get a citation.
When I hold a cup of coffee in my hand, am I also violating this law.
How long was I allegedly holding the alleged camera in my view?
Was rear view mirror in my view?
What does the law stipulate about duration?
How high above the steering wheel.
Describe the alleged camera?
Color of camera?
How could you tell it was a camera versus a GPS unit?
Where was the camera pointed relative to my face?
How many citations have you sent by mail in the last 90 days prior to mine?
How many citations have you given out for GPS units on windshields?

FRAMINGHAM – In a small ceremony at the police station, Framingham City Clerk administered the oath of office to the City’s newest police officer Landny Khampaeng, today, August 14.
Khampaeng is a 2013 graduate of Minnechaug Regional
High School in Wilbraham.
After graduation, he attended Worcester State University and is currently working towards his Bachelor’s Degree at Framingham State University in computer science.
Officer Khampaeng is currently a specialist with the Massachusetts Army National Guard as an explosive ordnance disposal technician.
He graduated from the police academy this month.
Khampaeng, as a member of the Honor Guard Team, has rendering honors for more than 700 funerals.
Khampaeng, a Framingham resident, said he wanted to be a police officer “to provide service and give back to the community I am a part of. I want to create strong bonds within the organization much like those found in the military.”
His mother and father Tadam and Chan Khampaeng pinned his badge on him during the ceremony.
Framingham Police Chief Steven Trask said Khampaeng will now receive 12-weeks of training with a Framingham Police Officer before he is assigned his own cruiser.
Trask said his department is still short 19 police officers at the moment. After the 12 week training, Khampaeng will be able to lower that number by one.
Trask said he anticipates the new Civil Service list in the next few weeks.
The police chief said he plans to hire six new officers off that list and enroll them in the police academy in January 2020,
